Mineral tracking and export audit
Export declarations are reconciled against tagged lot data by the national certification body.

A numbered ICGLR certificate is issued, recorded in the regional database and made verifiable here.

Regional Certification Mechanism
The RCM is one of six tools of the Regional Initiative on the Fight against Illegal Exploitation of Natural Resources (RINR), signed into force by ICGLR Heads of State in December 2010.
Objective
The objective of the ICGLR RCM is to provide for transparent mineral supply chains that benefit the host nation and curb illegal exploitation of designated minerals or serious human rights abuse in and between ICGLR member states.
Designated Minerals
The RCM focuses on four minerals, commonly known as 3TGs: Tin (Cassiterite), Tantalum (Coltan), Tungsten (Wolfram) and Gold. These minerals have proven to be related to armed conflicts in the Great Lakes Region.

1. Mine Site Inspection and Certification
Inspection and examination of a mine site and determination of its conformity with the ICGLR mine site standard.
2. Chain of Custody Tracking
A system that can track mineral flows from a certified mine site to the point of export.
3. Certification of Mineral Export
System for certifying mineral exports and issuing ICGLR certificates with unique serial numbers.
4. Regional Mineral Database
Centralized database recording all certificates, mine site statuses, and exporter audits across member states.
5. Third Party Audits (TPA)
Independent verification that exporter mineral chains from mine site to export are in conformance with RCM requirements.
